Recognizing an Opportunity for Change
Thousands of people across Ontario struggle to cover rising utility costs, many of them in desperate need of reprieve. The Ontario Electricity Support Program (OESP) aims to alleviate the pressure on low-income Ontarians by applying a monthly credit directly to their utility bills.
A Simple and Sustainable Program
The Ontario Energy Board asked ICF Olson to develop, operate and maintain a digital solution to support the implementation of the OESP. We were also asked to oversee all related business processes, from application, to coordination with utilities and the Ministry of Finance, and implementation of the OESP system at large. Our goal was to keep service delivery simple and sustainable in order to maximize program efficacy, usability, and accessibility, for the applicant and all involved administrators.
Our digital and technology teams collaborated with call centers, utilities, and intake agencies, while balancing the key priorities of stakeholders and the needs of a wide range of Ontario citizens.
The solution, ontarioelectricitysupport.ca, was built to support 10,000 concurrent users at a given time, and collect sensitive personal information from Ontario residents. All data is hosted by ICF in its secure Ontario-based data hosting facilities.
The website has maintained a 100% uptime since launch in October 2015.
